He likes Peter! He thinks he's a pretty neat dude who at least doesn't look at him weird when he starts talking about dimensions (and also may kind of enjoy making him make O_o? faces) and he would like to know more about Peter's from a non-Observer point of view XD

I guess the real question is would Peter let him snuggle him. He would snuggle Peter. (setting aside that he will snuggle anyone who lets him)
